OEO Leadership Team
Asha Reynolds
The Office of Equal Opportunity’s (OEO) Associate Vice President of Equal Opportunity and the University’s Title VI, Title IX, and Equal Opportunity Coordinator.
In this capacity, she oversees OEO’s response and adjudication of reports of discrimination and harassment based on a protected characteristic including reports involving sexual assault, dating and domestic violence, and stalking involving faculty, staff, and students. In addition, she oversees the provision of supportive measures and OEO prevention programming.
Asha has been at GW since 2018, first serving as a Title IX Investigator, and then becoming the university’s Title IX Coordinator in 2020. Asha has prior experience as the Assistant Director of Equity Compliance and Title IX Coordinator for Bowie State University and as the Managing Attorney for the Sexual Assault Legal Institute (SALI) through the Maryland Coalition Against Sexual Assault (MCASA). Asha also has five years of prior experience as a prosecutor at the New York County District Attorney’s Office where she prosecuted felony and misdemeanor crimes throughout the borough of Manhattan. Asha received her undergraduate degree from American University in 2003 and her J.D. from the New York University School of Law in 2007.
Kiera Bloore
The Office of Equal Opportunity’s (OEO) Director of Complaint Resolution and Deputy Title IX Coordinator.
In this role she supervises the office’s team of investigators, who facilitate either the Negotiated or Investigative Resolution processes to resolve complaints of all forms of discrimination and harassment based upon a protected characteristic.
Kiera has been at GW since 2017, first serving as a Title IX Investigator, then became the university’s Deputy Title IX Coordinator in 2021, and then the Director of the Title IX Office in 2025. Prior to joining GW, Kiera was a Staff Attorney at the Network for Victim Recovery of DC, now known as Volare, where she represented DC crime victims in criminal matters, civil protection order hearings and Title IX hearings. Kiera received her undergraduate degree from Georgetown University in 2010 and her J.D. from Georgetown University Law Center in 2013.
Beth Riley
The Office of Equal Opportunity’s (OEO) Director of Prevention and Response.
In this capacity she supervises the office’s team of Response Associates who conduct outreach to GW community members who report discrimination and harassment based on a protected characteristic including sexual assault, dating and domestic violence, and stalking. Beth oversees the provision of individualized supportive measures for both Complainants and Respondents that are designed to preserve access to the university’s educational and workplace activities. Beth also oversees OEO’s prevention initiatives and educational programming.
Beth has been at GW since 2021, having first served as the Title IX Office’s Assistant Director for Prevention and Response. Prior to coming to GW, Beth worked at the Maryland Coalition Against Sexual Assault, focusing on both primary prevention and collaborative response to sexual violence. Beth also has prior experience as a Senior Trainer at Alteristic, Inc., where she trained internationally on the Green Dot bystander intervention curriculum. Beth received her undergraduate degree from Rowan University and has a Master of Science in Social Policy and an Master of Social Work from the University of Pennsylvania.
